Need advice on rebuilding my SC

I found my old high school SC (91 5 speed) sitting in a junk yard locally. The only thing wrong with the car was the engine being blown up. The guy bought a new engine to go in the car with receipts and has agreed to sell me the car. While the engine is out, what should I be doing to it for performance? The last time that I owned this car was back in 2001 and I know that things have changed since then. I was thinking that I needed to do as much as possible before the engine goes in. I can get the heads polished and ported for a resonable price but what size valves should I run? Would a cam make that big of a difference? I am planning on going 10% on the SC pulley and getting headers to also help other than that, I really needed help....
 
How about telling us what you want out of the car, and budget. Its going to make a difference if you want a daily driver with good MPG or this is a fun car made to smoke Corvetts.
