This is a complete, relatively undamaged spoiler. Normal wear n tear. Looks good and would probably benefit from a nice polish.

Here's the spoiler, standard Thunderbird 3-post spoiler with LED center light, complete wiring harness.
Plugs in on the driver's side of the trunk, near the backside of the passenger seat. It's where your 3rd brakelight plugs into. Unplug your high mount stop and plug this in its place. For sure works on 96, has a male-type connector.

heh, it's photoshopped so the early SC wheels are more like 17s or 18s... thanks for the compliment.
