Can i use a 1990 sc timing cover on a 95 sc motor with a 95 crank sensor and balancer or do i need to have a 95 timing cover?

90 - the CKP mounts to the block.
94+ - the CKP mounts to the timing cover.

You need a 94 or 95 or Mustang timing cover. And you can't get a 90 model sensor to use instead, they are different.

No...You need a late model timing cover, that has provisions for mounting the late model crank sensor. Early model motor can use either timing cover because the crank sensor mounts to the block..(even late model blocks have provisions for the early model crank sensor).
