Engine Calibration

I have purchased a 90 automatic that is a life-long California car, and I have a few questions:

1) I assume this car has different calibration than a 49 states car.
2) If so, is the performance noticeably diminished?
3) If so, is it as simple as changing the ECU to "correct" the performance, or are other electronic and/or hard parts involved?

I'm not aware of any California calibrations. Being that the EEC IV is not re-flashable, looking at your box code should tell you what calibration you have. Should be C0S like everyone else's.
