Gauge Cluster not working

My buddy's cluster doesn't work on his 89 SC. I've tried 2 clusters that i know work and checked the fuses, everything is good..All plugged in but nothing works, however, it does light up when the headlights are turned on if that helps. Any ideas?
 
Here is what I would do.
1. Get a 12V test light or multimeter
2. Turn the ignition to RUN
3. Check for VOLTAGE at the ACC fuse and the cluster fuse.
(make sure to check both set of fuse clips. Only one side of the fuse will be hot so check both for Voltage)
4. If no voltage on one or both fuses then you probably have a bad ignition switch.
5. If you have voltage, then do a resistance test on the fuse or put it back in the fuse block and check for voltage on both sides of fuse.
6. If that checks out, then check for voltage on plug that plugs into cluster. Pin 9 & 11 for gauges.

7. Turn signal indicators and high beam indicator light come off different fuses than the gauges (headlamp and stop/turn), so they should work even if the gauges does not.

Start here and let me know.
