Replacing my header panel and having trouble!

Replacing my cracked header panel with one from a parts car and I cant for the life of me get it to slide out it keeps getting stuck. Im pretty sure ive removed all the bolts and got the lights and corners out as well. Is there some sort of technique to pulling it out or do I have to remove the front bumper to get it out?
 
The bumper cover has tabs that slip into it in the front upper center. I don't think you could get the header panel off without removing the bumper cover.

I don't know if there is a better way or not, but using a screw driver to slightly pry on the opening and working the tabs out should get it.
