what have you guys done as far as fog lights brighter bulbs? h.i.d.'s? aftermarket? what do you think gives the best light for the buck? least amount of modifications?

'brighter' bulbs in the stock housing are counter-productive in terms of fog use only...just that much more to hit the drops and reflect back at you.
Stay with the stock bulb or if you want a driving light, look to the aftermarket and find something that will fit in the existing fog light hole - not sure the ones that used to fit are still available. Be careful - the stock units are plastic and you can't run too much heat in that housing or load in that circuit without asking for trouble down the road.
