oiling problems before cranking ?

Hello all.. went thru the process of building an SC engine .. almost about to crank it but I wanted to see oil pressure before doing so. I'm getting foamy oil up the pushrods.. LOTS of foam. and very little pressure. it's full of 6 qts oil I expected 1 to go into filling galleys and lifters and the such.

It reads full on the stick but it's very small pressure and when I pull off the filter the oil is just complete foam. maybe partially stuck open oil pressure regulator. ?

Post some idea's because I'm not starting it until clear oil flows from the pump itself !

Will be pulling the oil pan this weekend. Yay... will post picks of said problem and cause. thanks for the Very Good info.
 
turned out to be the oil pump pickup tube gasket , well the lack of a gasket.
It was sucking in air and oil making like a frappe of oil ! , all is well after dropping the pan. the cars an 83 mustang convertible
