1991 T Bird SC with erratic tach issues HELP!

I have a 1991 Thunderbird SC AOD 113000 miles with light mods 5%sc pulley, 5% jack shaft, MP tensioner springs, SD coil pack, Livewires, removed resonator, Maganaflow mufflers, aluminum radiator.
I have replaced with Ford only parts (crank sensor, air bypass, TPS..

My tach has never worked right. It will stay at 1000 rpm's and will only bounce up if I get on it hard...then sometimes it will go all the way over to the end of the red line side after I jump on it..... and won't come back to the normal side unless I jump on it hard again...
I don't mind jump'in on it but I would like to have a normal working tach.
My car runs great (other than the tach) and I am getting no codes on my OBD1 and OBD2 scanner.
My car isn't hacked up at all. Every mod was done by me and I am very meticulous with my mechanic work.
Any help would be very much appreciated.
