ignition problems

Hey guys.. it's been awhile since I've been on here.. Had the car stored for a couple years, went and picked it up Saturday to get it back running and fix some issues I've had with it and when I got it back I found some people had been messing with it and my ignitions all screwed up. The key broke off in the cylinder and the cylinder itself will spin 360 degrees. it'll start, but you have to hold it in the run position. I started to tear apart the steering column and discovered the harness itself that plugs into the column was pretty much broke in half, so I started looking online for prices and found it was a recall, so I should be able to get another one from Ford for no charge, right? My other question is how do you get the lock cylinder itself out? I dont have much experience with ignition/steering column issues, so any help you could offer would be appreciated. Sorry for the long winded post.
