Is my windshield wiper controller or motor shot?

Mine are starting to get to the point where they don't want to stop running! They will go down to the cowl, and try to park, bit then come back up. Also, when on intermittent and headed for the park position, they will almost every time stop half way down.
 
Neither.

First thing - your bushings are probably worn in the wiper transmission. They're replaceable, however, I've not found the original bushings. http://forums.tccoa.com/showthread.php?t=134166 is where I showed the bushings I used, and how I modified them.

Second - whereas you have to replace the motor assembly usually to fix it, I'd more bet the park/run switch is going bad - it's a little leaf switch (usually!) in the gear train that tells the motor that it's in the park position.

I plan to tear one apart and see how fixable that is - it's a shame to replace a perfectly good motor for a few milligrams of burnt copper or brass :(
