Will the act be higher if i used steel tubing over aluminum? Does the length of the tubing affect anything? Finally, is the stock ic not as good as a fmic only because its not front mount?

There shouldn't be any difference in either material for tubing. A FMIC is better than stock for 1. location, 2. size, the core will normally be much larger.

The stock core has flow limitations as well

The stock SC intercooler has a pressure drop of 3.5psi. Most front mount intercoolers are much lower.
