1990 sc wont start

I have checked out battery and is good. Installed a new alternator and a starter solenoid . when I put key in and all gauges, lights come on but when I try to start it makes no noise. Any idea what I could do next?
 
One idea without knowing the history.
If it is an automatic you need to hold the brake down in order to start. (foot on brake)
I think the 90 automatic is the only one like that.

yes this is true my 90 auto i have to hold on the brake pedal to crank it
and my 89 5 speed i hold in the clutch

Jump the terminals on the fender relay to isolate the issue. If it cranks the this issue is in the cabin if not I bet the starter is bad or lose wire.
