EEC ROM test fail

So my 89 SC has been running incredibly bad, so I ran the code scanner on it and the only code I found was the "ROM test fail" code. Does this mean my EEC is toast?
 
Does it have a chip? A chip will cause that code regardless of whether there is an actual issue or not.
 
XR7 Dave, I do have a chip installed. I will unhook the chip, unhook the battery, and retry the code scanner to see if there is a problem. I did not know a tuner chip would cause such a problem. Thanks!

Bad thing about chips is that they tend to get a loose connection and can cook themselves or the ECC. I use a zip tie to help hold them in place and flip the ECC so the chip is up not hanging down with the cable.
 
Very limited experience....

I use plastic sandwich bag folded over chip with duck tape to EEC.

Stops vibratations getting tranfered to contacts as well as moisture.

Pulling the eec is a little easier also with everything secured.

Duck tape adhesive stays pliable with the small amount of heat generated.
