You use a power steering pulley removal tool.

The regional / national auto part chains have them in the Loan-A-Tool program (or whatever they call it.)

An example if you'd rather own one is at Harbor Freight, http://www.harborfreight.com/pulley-remover-and-installer-set-40749.html - currently on sale for $15, with a 20% off coupon it's down to $12 (!!!)

(Note: 20% off coupons are available from almost all of their print ads. You may want to cruise through the car mags at the local magazine stand and see if there's one that's worth the cover in the first place, plus has the 20% off coupon in the HF ad ... )

You need a power steering pulley puller. It has a pilot that goes in the hole and usually a two piece clamp that goes around the snout of the pulley and pulls on the ridge. It has a slip sleave that holds (at least it's supposed to) the clamp halves in place. Mine didn't, so I used a heavy duty hose clamp in it's place.
