Timing question

I bought a $25 code reader this weekend and went through the process of pulling codes from my car. One of the steps was to remove the plug (I forget the name) that stops the computer from controlling the timing. I've read that our cars should be around 10 degree before TDC. Mine is somewhere between 15 and 20 degrees before TDC... When I rev the engine, it'll goto approx 10 degree below TDC, and then seems to go far below TDC (probably over 30 degrees) once I let off the throttle and then it'll climb back to 10.
My questions being, would a worn timing chain cause this? or perhaps there is some other problem? Also, would a timing problem like this cause me to fail NOx tests miserably? (I have over 3x the legal limit :eek: ).
