Best tool for reading out computer

Hi guys,

now that I got my '90 SC tagged and insured again, it's time to take a look into its binaries.

What tools would you recommend for reading out the engine computer codes?

Do I have to use a laptop computer to do that? I've seen a hand held device on Amazon, but I am unsure if this is the best way to go.

If you know of a place that would ship a scanner to Germany that would be much appreciated.
