What year is your SC?

Some have a lockout that requires pressing and holding the brake pedal while starting.

My '90 with auto trans has this.

This thread discusses how to defeat the bypass, I think: http://www.sccoa.com/forums/showthread.php?p=1049212#post1049212

If you want to retain it, I'd inspect the related circuits, beginning with the ignition switch down on the right side of the steering column. Yours may be coming apart, which is a common issue.

Do your brake lights come on when you press the pedal down ??

Your car has a Starter interrupt relay .. could be bad or sticking - sounds like the most likely part that is causing your issue, but I would need to verify it is getting power from the ignition switch and that it is relaying the power further down the line to the starter like in the thread KMT posted above. If you need a Ford OEM relay to swap in, or need more help to figure it out, let me know.
