is the accumulator ball suppose to be filled with brake fluid at all times? I removed mine (mine is brand new from spinning wheels I bot it last year and just got around to trying it) and there was no fluid in it. I jumped my pump and fluid shot in the air I have a 1990

Normally, even with an aged ball, you should expect to need to pump it down with key off to relieve pressure and see some discharge when removing, I think...at least that's what I've seen when swapping them out more than once. This was on an otherwise working system, tho...

Shipped new or shelfed used they are usually empty.

You don't need to bleed the brakes when swapping, but you do need to pay attention to the brake fluid level in the reservoir so that at no time is it allowed to run dry/suck air. When I change the accumulator, I fill the reservoir to the top, then key on, and the level dutifully falls into the full zone when it charges.
