Question about bracket that holds the muffler hanger bracket

Howdy folks,

I'm missing one of the bolts for the muffler hanger bracket. I acquired the bolt from a fellow member, but when I tried to install it there is nothing in the orifice to thread the bolt into. Wondering if I need something on the other side like one of those clips that serve as thread for bolts. If I do...it looks like it would have to be from the other side which means removing the bumper?

Yes there is clips on the back side of the bumper and you have to pull the bumper to install them as far as I can tell.
