"91 with loss of powersteering at idle when warm... bad PS Pump, old fluid, sensor?

My '91 with 41000 miles has a powersteering issue. Everything is fine until it warms up, then it has limited powersteering when it is idling or at low rpm.
Any info on what the issue may be? Bad pump, old fluid, or is it something related to the speed sensing equipment on the car. I know it has a sensor on the pump.
The pump doesn't growl or make noise and seems to work normal it all speeds when driving.
The car is rarely used... started and moved 2 to 3 times a year to keep it lubed.
Actually, it's had this issue for over 14 years! I've committed some time to it lately, so I thought I'd look into the problem. I just replaced the original belts and cats.
I have considered calling Bill from Super Coupe Performance or Ryan from Thunderbird SC Shop to see if they have ever encounter this issue,
but checking with the fine folks here first.
