Cooling fan relay location?

My 1990 SC has 2 issues cooling fan wont come on at all and rough idle with the MAF sensor plugged in. Are these two components controlled by the black box behind the passenger headlight? I believe it is called the IRCM?
 
(The IRCM controls Fan (Hi and low relays) and Fuel Pump.)...and A/C.

Might tap on it to see if a relay is hung, but a replacement (used?) may be in your future.

Did you do the test where you disconnect the ECT connector and run the engine to see if the fan works then?

yes the fan comes on with the ETC disconnected
