Measuring stock valve spring pressure

Good day,
Overhauling my 90 SC, doing a stock rebuild, getting to the heads. Done a ton of searching on the forums and checked my Haynes manual but not finding the spec's I'm looking for.

I'm measuring the valve spring pressure, trying to determine if the original springs with 130,xxx are still good. Found a post with this info for seat pressure, but it doesn't specify with/without cups-

Seat load: 1.66" @ 80.7 lbs
Open load: 1.26" @ 187.2 lbs

My springs measured WITHOUT spring cups-
Seat load: 1.66" @ 65-70 lbs
Open load: 1.26": 165 lbs.

Did I measure them properly? All are low, of course if the cups are installed the numbers will go up so I'm second guessing.

Yes, am I reading too far into it? Looks like all springs are below spec.

Do I dare take the time to shim back up to the spec, as long as there's no coil bind?

I'm thinking new oem springs.
