Why over length timing chain?

In general, the tensioner adjusts for wear as the chain stretches with age. But the chain should be tight to begin with.

Question still remains, why was the chain made "too long" as to need a tensioner in the first place? The V8 Winsors used a chain to fit tight without a tensioner.
I would hope not, to sell parts and service so I ask if anyone knows why.
I see Clones sells a timing set with chain to fit without the tensioner.

Well, on my Dakota (LA based motor), it comes with no tensioner factory; but there's a TSB to add one due to chain stretch as the chain gets older.

That tensioner might be there to allow for stretch.
