Master clutch cylinder?

Ok, I've got an 89 xr7 5 speed, have replaced the clutch pressure plate, disk, slave cylinder, throw-out bearing, and hydralic line.

Problem: shifting into any gear you have to shift slow like it needs more time for the gears to line up, kind of like your not pushing the pedal in all the way. But with the pedal pressed in all the way in gear and you give it the gas, the car does not move (which of course is the way it should be.) when you release the clutch the car does not start to move till the last couple cm or so. This doesn't seem right. So I am thinking it is the master cylinder as that is the only thing left.

There are no leaks, have bleed the line with all new fluid, still same problem.

IS the master cylinder the problem?
