UNDERDRIVE PULLEY and CHIP

Hello,
My name is Roger and I'm a "nebie" to this forum.
I owned a 90 SC about 7 years ago but sold it.

I'm picking up another SC on Monday and had a question.
I've heard about "underdrive pullys and performance chips".
I'm thinking about these upgrades along with Flowmaster dual exhuast.
1) Are these performance mods "sanctioned" by Ford?
2) I hear they up the boost on the Supercharger, is this hard on the unit or blow out seals hard on the engine etc.?
3) It's "supposed" to up your HP to 250hp, is this an atteanable goal?
4) Can (or will) Ford install these mods?

I live in California so will this be a "no-no" for smog laws?

Has anyomne on the list done these mods AND what was the outcome?
Whats the cost of each part?

1.no(you have no warranty anyways)
2.overdrive supercharger pullys boosts manifold pressure, not under-drives(only a problem on the engine if driven hard)
3. yes
4. yes for lots of money
yes it will pass emissions, but uou might have to remove the chip before testing if it isnt C.A.R.B approved, or if you remove the catalytic convertors

Yes, you will have lots of low end torue

Under-drives are about 200$US and 75$US for overdrive pulley and about 200-300$ for chips (the overdrive pully will do more than any off the shelf chip will...more power from pulley)
