Pre-Pay for pre-registration?

A friend of mine got an e-mail where he could use PayPal to pay for pre-registration.

I never got the e-mail. When I registered, it still wasn't clear if we had to pre-pay or not. I thought maybe my name inadvertantly got left off the list, so I pre-registered again.

Are we or are we not, pre-paying?

No, I have only got about half of the emails out to those that pre-registered. I am a little behind on updating my database, so bear with me here. It will show up in the next day or so.
