Brake pedal will not come all way back up...need to lift with foot. Any ideas why?

T technec Registered User Apr 10, 2003 #3 all of that is fine....it lacks coming all way up by an inch...when lifting pedal up...CLICK. Is sounds as if the spring and clips that go on the rod to the master maybe corroded?
