Replacing EGR valve, found Engine oil in EGR valve

Is this a bad sign, or is it normal with a bad valve? I applied vacuum to the valve and it held vacuum. What part of the EGR goes bad, the valve seat? does it just get plugged up inside?

Anyway, I appreciate any help you all can give.

the oil is from the intake, they usually plug up and stick open( rough idle), or dont open and ping under load (might fail the NoX emission test). Sometimes they dont hold vacuum also. Usually the computer will store a code if any of those happen
 
Double check to see if the short little EGR hose is on and intact. It runs from the EGR pipe on the manifold to the bottom of the EGR transducer (a little gray box) behind the SC. I got EGR codes b/c that hose was broken. Good luck
 
Mine is intact...

That is one of the first things I checked was to make sure the hose was ok. Mine is fine, a little brittle on the nipple that connects to the EGR tube, but I can simply razor off a few mm's and be good to go.
