timing HELP!!!

I posted a thread about 3 weeks ago, its about my crank sensor, i replaced that, and still no start, then i looked up there in the pulley and BAM i saw my problem, the bolt that holds the vibration dampner on had snapped clean of in the crank, so i get the bolt out of the crank, and put in a new one with the washer, i dont think i tightened it all the way, so i started it up and drove around the block and the pulley came loose, so i tightened it to about 110 ft lbs. and it wont start, it sounds like the timing is really off, did i put it on wrong, is the vibration dampner broke??? And this is the weird thing when i take off the water pump, alternator and so on belt it will start.

The Harmonic damper (vibration dampner as you call it) most likely is broke and has been which is what caused the bolt to break in the first place.
