steel fog light brace?

What is the metal component that the steel mount for the foglights is attached to? Is this the front part of the frame, or is this simply an extension from the frame to provide support for the 5 mph bumper?

I think the part you're referring to is the bumper reinforcement. It's spot welded to the front frame horns. The plastic impact absorber is riveted to it.

I had to replace it all on the SC I bought wrecked. It got hit dead center. Here's a pic after I replaced it without the absorber and bumper cover.

The Metal fog light brace attaches to the back of the steel bumper. The 2 holes for each should already be there, just like the electrical plugs for the lights should be below the turn signals.
