Is it possible to remove the buckle for the lap belt w/o removing the seat? I see a plastic cover and what looks like some bolts..

It would probably be easiest to remove the seat. It should be bolted to a bracket connected to the seat track. I cannot remember if the old T-Bird seats used torx head or regular hex head bolts. Either way, four bolts and a few wiring clips and the seat is out.
