Frothy bubbles in power steering fluid???

We finally got my car all put back together (new clutch and stuff), and started it. We have replaced the power steering rack, as well as the power steering pump, return line, and pressure line. We started the car and tried to add fluid while turning the wheel side to side. We can't get fluid to go down into the system, and all we get are frothy bubbles coming up in the reservoir. Any ideas what my problem is now?

The PS system on the SC is real bad about about trapping air and it takes a long time to work it out. See if you can find an adapter to fit the PS filler neck and hook a vac pump on and pull vac. That will get the air out.
 
If I keep the reservoir filled and keep turning the wheel lock to lock, should this pump all the air out? Or is this not going to solve my problem? I don't want to damage anything.

Yeah, but I would work as much air out as I could first. Then keep a good eye on the fluid level for awhile and keep it topped off.
