coolant leakage

pulled out my coolant res yesterday (was leaking coolant) and noticed at the bottom there is black sealant of some type, it looks as if tubing came out of the at some point but im not totally sure, the tube running to the radatior is fine but is there supposed to be another tube?

Not that I know of.

Mine has one tube from the radiator cap to the overflow resivore. Reads like someone tried to repair yours.
