Re-installing power steering pump pulley

My manual says I need some specialty tool to re-install the pulley. Any other way to put it back on?
 
You just need the tool you took it off with. Thread the press into the snout of the pump shaft and crank it down to press the pulley back onto the shaft.
 
Yah so I picked up the tool from work and went to put the pulley back on. I can only get it about halfway on and now my arms just can't hold the pulley in place, lol. Do I have to have the belt on it to fully get the pulley into place? How else can I get the pulley to stop moving while I tighten it on?
 
You don't need the belt on it. Just use the tool to put it back on. I put a new pump on mine a few weeks ago. Had no problem putting the pulley back on.

just thread a bolt into it with a nut and a washer on it. so that the washer will fall off .....not between the head of the bolt and the nut, then tighten it on that way.
