Quick and dumb lighting question?

I just read in another post that the competition limited wiring harness allows owners of 89-93 SC's to run BOTH the high and low beam lights when you select the high beams.

Is that correct?

What about the the 94-95 SC? The bulb is different and has both elements inside, would it light up both elements?
 
Website didn't say jack-shizzle...

There was just a pic there of the wiring harness with two tiny relays. The FAQ (Faa-que) didn't mention anything about their wiring harness allowing the low beam element and high beam element in a 9007 bulb to light at the same time with the high beams selected.

They did mention that their HID kit for a 9004-9007 wouldn't work on high beam because there isn't a second element. I thought 9007 bulbs had TWO elements in each bulb?
 
Looks like "NO".

Looks like that it only works for the 89-93 cars to light both bulbs at once for 360watts of light. But for the 9007 94-95 cars it looks like it's just lighting the high beam element for a total of 200watts.

However, don't 9007 bulbs have two elements inside them?
