What is the cheapest mod I can do while I have my heads off. I'm sure most mods require a high flow exhaust system, right?

May not be the cheapest,unless you can do it yourself.
But the best mod you could do while your heads are off
would be to port your heads.at least do the exhaust side.
and port the exhaust manifold.AND gasket match the intake.
All this is the cheapest if you do it yourself.
This will give you better fuel milage and more HP.

Would I need to modify the injectors or fuel pump to do this? Also would I need full flow exhaust? Like flowmaster

No you wouldnt need injectors or a fuel pump.
If you do the heads now. you can do other mods later.
You may just be happy with opening up the heads and
gasket match.And port the stock headers.
You can do the exhaust pipes next.
