Power steering problem

The steering is very hard on my '95 SC (130,000 miles) when at a stop. Revving the engine doesn't change the symptoms. Only getting the car moving helps. Fluid level is fine, as is belt tension. Is the pump going bad, or the steering "box" itself?
 
turn your steering wheel lock to lock a few times, this is suppose to get air out of the system.

Haven't had the system open at all, or done anything to it. No noise coming from the pump or anything, just hard to turn when at a stop. I'll try the lock-to-lock thing.

Need to have the cap off when you do it-and monitor the level of the fluid.

Easier to bleed when the system is warm-especially if you live in a cold climate.
