Head bolt tightening

I was reading my Haynes manual on how to tighten my headbolts. I not really understanding the whole loosen, retighten thing. Or, rotate additional 90- 110*???? What the hell does that mean? So im suppose to torque them all in the sequence till I get to 59 then I loosen them all two or three turns? After loosening them I torque them to 48 to 55? One bolt at a time? I also dont understand the rotate additional 90*. Wouldnt that just torque them more???? Some one please clarify this.
 
I think it says to loosen them one at a time then torque them to 55 or whatever it is. Go in the torque sequence also. When they are all torqued get a marker and draw a line straight across the bolt head. Turn it until the line is 90* from where you marked it. Again use the torque sequence for this too.
