Tail light question

Hey guys, my 90 SC tail lights are acting weird. The big long section of the tail light, is that supposed to be illuminated when the head lights are on? Cause mine arent, but every other T-Bird I have seen at night have the whole rear end lit up. Are my bulbs burnt out? If so, how do I go about changing it? Thanks alot!!!!!

the 92 and up birds have the leds in the rear lights-91 down do not-theres nothing wrong with your car-sorry man. Mike
