Adjusting E-brake cable

Between the rear gears and the rear bumper you will see a bicycle brake looking cord going to each wheel. In the middle you will see a spring, the clip that holds the spring inside of it is what you need to detach from the little bar with divots in it. Unclip it and move it so its nice and tight then clip it back on the bar with diviots on it. Thats it.
 
What if that doesn't fix the problem? I did that so now I have tension in the line but when I apply the E-brake and put it in neutral I still roll down the hill. What else should I check?
 
new pads all the way around and it is only the E-brake that isnt working

calipers

well its hard to tell if your calipers are siezed wen u do regular braking because most of the braking comes from the front...i would check the calipers
