You mean you replaced the Throttle Body idle bypass valve (IAB or IAC) and the TPS. Were they Ford or Sorrenson valves ?, if not I believe other aftermarket units won't function properly on our cars. Also did you check the TPS voltage (there is a good article on the TCCOA site regarding this). Sometimes you have to enlarge (elongate) the bolt holes on the TPS in order to rotate it to the correct position. The only other thing I can think of is if the tach. needle also swings up & down it may be that your CAM sensor is going bad.
