How to clean overflow tank

Has anyone had good success cleaning the overflow tank? I have tries just about every chemical I can think of and it will not come clean. It appears to need to be scrubed on the inside.
 
I used mineral spirits and a small rag attached to a welding rod. Lot of elbow grease later and it was clear. It looks to me that some of the black sticky stuff is from the low coolant sensor, with the rest being from deteriorated hoses.

I heard somewhere that bleach with ice cubes does a good job. Anybody else heard of that?

I used some BUG & TAR cleaner, sprayed a crap load in the tank, then I took a small cloth, soaked that with the bug & tar cleaner and stuffed it in. I then shook the $h17 out of it and rinsed it out. Poured some Simple Green in with a different cloth and shook it again, then I rinsed it thoroughly. Came out nice and clean. :D
