Since you used a Postal service money order and you sent the payment through the US mail you can get help by contacting your postmaster at your post office. That constitutes mail fraud and they will go after them, just be sure that you actualy have been ripped off and there has'nt been some other problem before you unleash the hounds of hell. Mistakes do happen, just be sure that you're right.

The postal inspectors make the nazis look like unorganized morons....the person to contact is your local postmaster. Mail fruad is a federal offense, 5 years in jail if I remember correctly...
as for getting your money back, they make you wait 3 months before you can even try to get your money back, and you only get it if the MO was never cashed.
PS. if you or he gets ont he internet via a telephone line, you can get him for wire fruad as well.

if you bought through ebay I believe that they provide some sort of protection for you. I'd look into that.

In the future either use Pay Pal, or send the MO with (signature required) or at least Priority mail with a tracking number. Good luck.

I'd do a check with the post office to see if the money orders were cashed. If they were, then definitely go after the person!
