Rack Soaked

The rack on my 1990 5-speed is soaked. The fluid is very dirty and everywhere, could be oil but is probably steering fluid, I bought this car last week adn when my mechanic told me about the leak but he couldn't tell if it was oil or powersteering fluid. haven't noticed the power steering fluid low but the oil doesn't need to be filled either. If it is power steering fluid on the rack then what is the problem, if it is power steering fluid then what is the most likley source of the leak. Thank you.
 
A common problem is the high pressure line (it runs from the back of the PS pump and across the rack then back to the fittings on the rack), rubs on the oil pan rubbing a hole in both of them, but the oil will drain really fast if that was it. That is caused by bad motor mounts, they "go flat" (fluid filled) and the engine settles.

Other than that go to the car wash and clean the crap away so that you can look and see where it is coming from.
