What is the best/most cost effective way to lower my 89 SC?

I wouldn't recomend this, but if you were really tight on funds and had the tools you could cut the springs.

Get a set of the Eibach pro kit progressive springs. They are not expensive, they retain the ride quality and they improve the handling.

I have to agree here. I am going to be lowering my 35th this winter and will be going with the Eibachs.

did you go with new shocks and struts then?

Depending on how old your shocks are. If they are the original shock with say over 100K on them, then yes it is very smart to replace them at the same time.

I had a Probe with cut springs and once I had a set of good shocks on it it rode fine... but that was a little Probe... this is my baby we're talkin about...

Well if you are worried about it than just replace the shocks at the same time and be done with it. No worries after that.
