Electrical problem

My 95 SC has developed a strange electrical problem related somehow to the climate control system (the semi-auto type).

Occasionally when I'm driving with the heater/defroster on, the car will totally lose electrical power for like 1/2 second. It acts like a short circuit because it happens most often during braking and wet road conditions.

What's weird is I can't reproduce it with the climate control in the OFF or AC positions. It only happens on the heater/defroster side of the selector switch. Any ideas?

I now happens on the AC side as well (and happens more frequently) but never in the OFF position.

The only work I've done on the car recently was replace the radiator cooling fan (with a used part). Could the fan be causing this issue?
 
Also, I couldn't get the SATC self test to run.

You're supposed to put the selector switch in "Floor" or "Panel", press "OT" and "Cool" simultaneously and then press the "Warm" within 2 seconds.

Has anybody tried this?
