Steering stiff, quick help

My steering is stiff at idle. It happens when the car warms up like around the "o" on "norm", is when it first starts. It acts fine when i give it some gas. It does not stick like some other posts i have read. The power steering pump is 100% silent when i turn the wheel even when the car is cold and the rpm's are higher. I know that the Ford pumps should make a little noise atleast. I am going to replace the power steering pump and was wondering if i should replace the "evo" sensor and how much the sensor usually costs. I was also wondering how you take the sensor off and what else i should do while i am there that might cause this problem.

Unplug the connector for the EVO actuator valve and check whether you have the same symptoms. When unplugged you should have full power assist, meaning that the EVO system is out of the equation.
The EVO actuator valve resistance should be between 5 and 20 ohms.
