It doesn't look Ghetto to me. It's meant for a turbo or supercharged drag car and is mounted inside the car where the passenger seat would normally be. Instead of using a heat exchanger to tranfer the heat from the coolant into the atmosphere (like a Lightning or Cobra), the cooler is filled with water and ice to remove the heat.

It will only cool for a short amount of time (until the water in the cooler gets hot), but that's all you need for drag racing.

Her are some pics of how it's normally done. He has just combined the coolant tank and IC core into one package. The downside is now instead of just worrying about a core leak getting water in the cylinders, he has to also worry about the water surrounding the core getting into the motor.
