Does your 4R70W do this?

I was driving my 94 SC the other day when I pulled up to a lite. Just for grins and giggles I downshifted to second gear and left it there. When I took off from the lite I noticed it was a little sluggish and only shifted once to 3rd (O/D was off). So I did a little spearmenting. When I take off in D the tranny starts in low and shifts normally. With the shifter in 2, that is the gear the car starts off in. If I start off in 2 and pull the shifter to 1 the tranny goes to low. Is this normal? The only tranny mods are a Transgo shift kit and ProTorque 2500 torque converter. I have replaced most of the external electronics - Output Shaft Speed Sensor, Vehicle Speed Sensor and the tranny shifter thingy.

Manual second on ford vehicles is exactly that. Gm vehicles shift in manual range ford vehicles do not.
